SABIS, the Invoice Administration General Information System developed by Novian for the Lithuanian National Shared Functions Centre, has been named a finalist in the Lithuanian national digital innovation competition Skaitmeninis Knygnešys (Digital Book Carrier).
The system will compete in the Government and Citizen Engagement category alongside three other solutions, with the final round set to take place on June 19, 2025. Out of 67 submissions across eight categories, 21 innovations were selected as finalists.
The competition of the finalists will take place for the title of Digital Book Carriers’ and the opportunity to represent Lithuania in their respective categories at the World Summit Awards 2025. Finalists will also be considered for special nominations, including the Best Solution for Lithuania award.
The SABIS system for managing the invoices of Lithuanian contracting authorities and their suppliers, which was launched in the second half of 2024, is one of the projects implemented in Lithuania to promote joint digitisation in the public and the private sector by implementing the digitisation of invoices.
The advanced system enhances the efficiency of daily operations, supports improved collaboration between public institutions and private sector suppliers, and implementation of public procurement, and facilitates the organizations’ international engagement.
The system makes the administration of electronic invoices more efficient and user-friendly. It also offers enhanced functionality and is better equipped to handle peak loads compared to its predecessor. Integrations with other relevant national systems have been developed for ease of use, while the system’s compatibility with the European Commission’s single eInvoicing standard facilitates organizations’ cooperation with foreign countries.
As part of the project, Novian companies upgraded the processes for preparing, receiving, and controlling invoices. They also oversaw the development of a universal interface enabling seamless integration with suppliers’ business and document management systems.
A dedicated interface has also been developed for the Central Public Procurement information system and other public information systems. To ensure data continuity, the migration and integration of historical (“E. sąskaita”) data into SABIS were carried out.
SABIS, the modern, European e-invoicing standard-compliant General Information System for the Administration of Invoices, has replaced the E-Invoice (E. sąskaita) system that was in place since 2015.
