On 7 December of this year, UAB Elsis PRO and the Transport Investment Directorate founded by the Ministry of Transport signed a contract on the installation of a project risk management information system.
The main function of the Transport Investment Directorate (TID) is to efficiently administer transport and other infrastructure development projects supported from European Union funds and the state budget funds, and to conduct quality supervision of their implementation. Main areas of operation of TID include: administration and implementation of measures of Programme for EU Structural Funds Investments for 2014-2020; implementation of means of EU Trans-European Network development (TEN-T and EITP) in Lithuania; monitoring and risk assessment of implementation of the state investment programme (transport). TID controls various road, railway, water, air transport, logistics and regional development projects.
The purpose of the project risk management information system (PRM IS) is to collect, accumulate, process, systemize and store information and conduct its search according to the project risk management model. The project risk management model will be properly implemented and installed in TID activities. The purpose of PRM IS is not an automated generation of a solution; instead the system provides assistance to persons making decisions, performing the functions of project risk management and implementation of its tools. The system will allow receiving and assessing the entire available information on actual projects and the likelihood of their risk, which is necessary when making a decision on the use of risk management tools.
The main goal of the PRM IS is to guarantee integrity and completeness of information about projects, rapid and efficient presentation thereof with the aim to draw up a list of most risky projects and ensure the implementation of preventive risk management measures of these projects.
The contract covers the creation of the necessary PRM IS functions, installation of the system and its integration with DMS (document management system) and SFMIS (EU structural funds management information system), data migration, preparation of technical documentation, user trainings and warranty service.
The plan is to complete the contract works, the value whereof exceeds EUR 164 000 (without of VAT), in 9 months.
