Launched in the second half of 2024, SABIS, the new public sector invoice information system of Lithuania, makes the administration of electronic invoices more efficient and user-friendly. It also offers enhanced functionality and is better equipped to handle peak loads compared to its predecessor, “E. sąskaita” (E-invoice).
Integrations with other relevant national systems have been developed for ease of use, while the system’s compatibility with the European Commission’s single eInvoicing standard facilitates organizations’ cooperation with foreign countries. At the beginning of 2025, new functionalities were added, including additional interfaces, system features, and bulk invoice actions.
The new system for managing the invoices of Lithuanian purchasing organizations and their suppliers has been developed by Novian Pro and Novian Systems, the programming companies of the Novian group, a group of IT services, on behalf of the National Shared Functions Centre. These companies have also implemented the transition to the new system.
“We have successfully completed the development of SABIS. Today, the new system significantly enhances the efficiency of invoice administration in organizations. The introduced functionalities improve processes, and the number of invoices transmitted through the system continues to grow,” says Artūras Patapas, Director of the Department of Operational Organisation at the National Centre for General Functions of Lithuania.
As part of the project, Novian companies upgraded the processes for preparing, receiving, and controlling invoices. They also developed a universal interface that integrated the general invoice administration system with the business and document management systems used by suppliers and purchasing organizations. A dedicated interface has also been developed for the central public procurement information system and other public information systems. To ensure data continuity, the migration and integration of historical (“E. sąskaita”) data into SABIS were carried out.
Additionally, SABIS is integrated with the European e-invoicing infrastructure via the Peppol network, which standardizes and simplifies the exchange of e-invoices between countries and organizations. The full potential of the Peppol network is unlocked by the compliance of invoices submitted through SABIS with the eInvoicing standard.
System users are actively taking advantage of the enhanced features for submitting invoices to SABIS. In the first two months of this year, 31% of invoices were submitted through the universal interface integrated into the business management systems, 27% via the Peppol network, and the remainder through data entry via the SABIS portal.

During the project, we implemented several advanced technological solutions ranging from the development of a system based on modern microservices architecture and various integrations, to preparing the system to handle current loads and transferring historical data, a crucial stage in any digitalization process,” said Tadas Jonušas, CEO of Novian Pro.
SABIS, a modern general information system compliant with European e-invoicing standards, has replaced the “E. sąskaita” system, which had been in operation since 2015. SABIS is actively used by 4,500 purchasers and 44,000 suppliers.
