Novian group company to create rostering system for Brazilian air traffic controllers

Novian Pro, a Lithuanian software development company that is part of the Novian IT group, will develop an information system for scheduling the work of Brazilian air traffic controllers. An agreement on the project has been signed with the Commission for the Implementation of the Brazilian Airspace Control System (CISCEA).

The new system will be built for Brazil’s main airspace control system organisation, the Department of Airspace Control (DECEA) of the Brazilian Air Force (FAB), under the Ministry of Defence. It will permit the assessment of scheduling needs for air traffic controllers at two of Brazil’s four air traffic control centres (CINDACTA, port. Centro Integrado de Defesa Aérea e Controle de Tráfego Aéreo) – in Curitiba and Recife – based on expected flights and availability. It will also enable the assignment of personnel to shifts in keeping with their competencies and the planning of their work and rest times during shifts as well as of their long-term needs.

The Brazilian Airspace Control System (SISCEAB) is composed of approximately 22 million square kilometres of airspace to be controlled, including not only Brazil’s land territory but also part of the Atlantic Ocean. It provides high-level technology, personnel, and research services for airspace control. The control structure is split in five area control centres (ACC), 42 approach controls (APPs), and 57 air traffic control towers (TWRs). It employs more than 12,000 military and civilian staff, including 4,396 air traffic controllers.

The technical evaluation of the project to ensure that the developed software is suitable for the SISCEAB needs will be conducted by CISCEA specialists combining efforts with the Operational evaluation support provided by DECEA Subdepartments and the experienced professional from the CINDACTA. Reinforcing this team, the EUROCONTROL’s Maastricht ATM Knowledge Centre (MAKC) is providing the advisory and support about processes and best practices.

The new system will be developed on the basis of a prototype that Novian Pro developed for DECEA in 2020. The project will add new functionalities to that prototype which is based on the experience and processes of EUROCONTROL, the civil-military organisation dedicated to supporting European aviation. The system will be adapted for Brazilian regulations and for internal agreements within DECEA, it will be enabled for use on mobile devices, and consolidated long term staffing plans will be put in place.
